According to city ordinances, all religious organizations active in Hogenrood must have their local headquarters in Belheuvel - which usually means that their main temple is located here (and in some cases their only temple). Many faiths can and do maintain smaller temples and shrines in other districts, but this requires extensive paperwork, and how easy it is to get permission for a good location tends to depend on how close its leaders are to the authorities.

As a result, most religious activity in the city centers on this district which is centered on a small hill. Historically, higher locations were seen as more prestigious for a temple, but over the centuries religious groups have fallen in and out of favor so often that this is no clear indicator of a religion's popularity with either the citizens or their government.
