Cothiel

Population: 20,311

Always a relative backwater in the politics and society of Tuvareen, Cothiel lost most of its remaining sidhe rulers as they drifted to the other factions. But now more and more commoner elves gather here - especially those of the Isuda faction, who desire to stop sidhe rule within their nation once and for all. The forests and hills around the city see small units of elves constantly train for warfare, so that when their revolution comes it will be swift and decisive so that no more elven blood will be spilled than absolutely necessary.
