Kharatse

Population: 72,538

The second largest city of the Hamajan Mountains, Kharatse controls the eastern approach to the Central Plateau. It has long been contested between Rikhasa and the Tsan Empire and regularly changed its master whenever the power of the Tsan Empire waxed or waned. The Tsan Empire, which is currently in a more stable and expansionist phase, conquered the city again 20 years ago, but pro-Rikhasa sympathies remain strong and saboteurs regularly infiltrate the city on hidden mountain paths.
